Section
VII. Dissolution
of the Regional School District
(a)
Either member town may petition to dissolve the District, or the
two towns may jointly petition to dissolve the District, under terms
stipulated in a Dissolution Plan.
(b)
The Dissolution Plan shall be presented in the form of a warrant
article at an annual or special town meeting a) by a member town's board
of selectmen, or b) in a warrant signed by the required number of
electors.
(c)
Any Dissolution Plan shall include, but not be limited to, terms
that address the following:
1)
allocation between the towns of operating costs, both outstanding
and to be incurred during the period between acceptance of the
Dissolution Plan by the two towns and final dissolution of the District;
2)
allocation between the towns of capital costs, both outstanding
in the form of debt and to be incurred during the period between
acceptance of the Dissolution Plan by the two towns and final
dissolution of the District; and
3)
a time line for the period between acceptance of the Dissolution
Plan by the two towns and final dissolution of the District, including
addressing the educational transition from a single regional District to
two town-based k-12 districts.
(d)
The Dissolution Plan shall be accepted, and both towns shall
cease to be members of the regional District pursuant to the terms and
time line of the proposed Dissolution Plan, upon affirmative votes by
both towns a) at an annual or special town meeting, and b) at the
ballot, all votes requiring majority votes.
